The project
Agile development for ‘Customized information’
Digitaal Vlaanderen asked Kunlabora for help in the form of a scrum team-as-a-service. This can be considered IT outsourcing where Digitaal Vlaanderen called in the expertise and experience of a Kunlabora team to work according to the scrum principles: an agile development method.
The project the team worked on is called “Custom information”. Its main goal is to inform citizens about the services of all the various governments in Flanders, so that everyone can make optimal use of their rights.
Expansion of products and services catalog
The Flemish Government already had a catalog of products and services with their type sof services registered in it. Kunlabora needed to expand that catalog further: by including the services of local governments as well. Local governments are those at the municipal level as well as those at the provincial level.
For a qualitative start, a Service Blueprint was first drawn up for each case. In this way, the scope and priorities were sharply defined: the translation was made into a technical and functional roadmap. This included an architecture plan and a thorough estimate of the timings and budget.
When the broad outlines were clear, the interactive development started.Kunlabora closely followed the best practices within Digital Flanders. At the same time, they kept their finger on the pulse of the stakeholders: otherFlemish authorities, local authorities, European administrative institutions and the end users.
Optimization of digital interaction with the government
A first advantage is that thanks to these projects, Flemish local governments comply with the Single Digital Gateway. This is an initiative of the European Union (EU) through which they want to improve access to information at the European level, optimize interaction with governments and simplify cross-border transactions within the EU.
Another advantage is that the catalog of products and services of all Flemish local governments is now well-stocked and up to date. This creates new opportunities to provide targeted information to citizens.
First results through the collaboration
A first nice project that resulted from the cooperation with the Department of Welfare, Public Health and Family was the Rights Explorer. This provides an overview of social rights at federal, Flemish, provincial and local level. In doing so, we unlocked social products and services with filters that fit specific socially vulnerable target groups.
The second project was a product and service catalog tailored to Associations, in collaboration with the V-counter of the Department of Culture, Youth and Media.
